In order to make playable, balanced fleets, some nations have been assigned ships earlier than they were available. For example, the United Kingdom gets HMS Truculent in September 1939, so it at least has a sub unit to operate with.

Also, the allied nations have been assigned US DE's to their fleets. This will represent the roles of corvettes/frigates in their fleets.

Some nations may be given units of another nation (all of Canada's initial units are from other nations) at the start of the game. This is only allowed if the nation actually fielded the same class of ship or type of aircraft.
